To develop and enhance Filipino Research and Development (R&D) capabilities of academic/research institutions and Department of Science and Technology (DOST) agencies through degree programs, conduct of research activities, and expert mobility in the industry, energy and emerging technology sectors in order to meet the present and future human resource requirements;
To encourage Filipino researchers to be more productive researchers by providing support for disseminating their research outputs in the industry, energy and emerging technology sectors in local and international conferences, and similar events.
The following are the components of the program:
I. Visiting Expert Program
The program is open to institutions needing faculty/experts from another institution who possesses the required expertise not available in the host/requesting institution. The program may also be extended to foreign visiting experts under meritorious cases where the expertise is not available locally. The program can be conducted for a maximum of one (1) semester or equivalent to six (6) months.
Qualification Requirements

The visiting expert must be:
- At least a PhD degree holder in any science and engineering course and a recognized expert in his/her sector or foreign equivalent;
- Active faculty/expert/researcher from a reputable university/institution
- Expertise is within the PCIEERD sectoral priority areas and not available in the requesting institution.
The host/requesting institution applying in behalf of the expert must be
- Cleared from or has no pending obligations from PCIEERD relative to the PCIEERD grant
- Duly registered Filipino-owned academic/research institution/organization located in the Philippines
- Request must be endorsed by a key official of the institution (at least the Dean or equivalent)

II. Research Attachment
This component is open to BS, MS and PhD students or degree holders, or existing project staff or researcher of an ongoing PCIEERD-funded or -monitored project, in the science and engineering sectors, who need to conduct their research in a host institution, including foreign universities and research institutions to avail of the host institution's facilities and research expertise. For local host institutions, the host researcher should be an active researcher with an ongoing or completed PCIEERD-funded or -monitored project. The completed project should be within the last two (2) years upon application. The foreign host institution may be identified by PCIEERD or the grantee, and in the latter case, should be acceptable to PCIEERD. The research work must be aligned with the PCIEERD sectoral priority areas / HNRDA. The duration of the research attachment / fellowship must be for a minimum of two (2) weeks and a maximum of 1 year.

- For those employed, service in the Sending Institution must be as follows;

- PhD degree holder, applicant must have at least three (3) years of service
- For local, Host Researcher should be an active researcher, with an ongoing or completed PCIEERD-funded or -monitored project within the last two-years
- Have obtained an acceptance from the host institution (at least Dean or equivalent), preferably with a tie-up with the DOST, PCIEERD or the sending institution

A. Grantee
- The grantee shall devote the full amount of time based on the plan of activities.
- For foreign research attachment, the grantee shall conduct himself/herself in a manner that will not bring disgrace or dishonor to the country.
- For foreign research attachment, the grantee shall report to PCIEERD for debriefing and oral presentation and submit the following within 30 days upon arrival:
-Terminal accomplishment report
-Liquidation report (Original copies of official receipts shall also be submitted.)
-Action plan (6Ps)
- For research attachments more than three (3) months, the grantee shall submit to
PCIEERD a progress report every quarter duly endorsed by the host researcher.
- Upon completion of the program, the grantee shall return to the sending institution
immediately to render the following service obligation:

As return service, the grantee should be involved in at least one project to demonstrate applications of the skills gained from the attachment, preferably within one (1) year. A written report on the project results must be
submitted within two months of project completion noted by the sending institution (at least Dean or equivalent).
- An Output Monitoring Sheet (OMS) shall be submitted by the grantee to PCIEERD every 6 months until the service obligation has been completed (Annex 3). For every item reflected in the OMS, pertinent documents must be attached. The OMS form will be provided to the grantee together with the Approval Letter, Approved Indicative LIB and Memorandum of Agreement (MOA).
- The grantee shall acknowledge the support of PCIEERD in all reports and publications that may be released in connection with the attachment , a copy of which should be provided to PCIEERD.
- In case of non-compliance with the contract, the grantee shall be required to repay the PCIEERD financial assistance, prorated, with 12% interest. The repayment shall be within one year. Otherwise, additional interest shall be imposed depending on the time involved.
- Travel abroad during the attachment period may be allowed, as follows, provided trip is approved/endorsed by the host researcher and permission from PCIEERD is sought:

- In case of travel abroad before completion of the required return service, the grantee
must secure a clearance from his/her institution. The following documents shall be

B. Host Institution
- Provide the research expertise and the facilities during the attachment
- Ensure that the target activities and outputs are achieved within the approved duration;
- In coordination with PCIEERD, monitor the grantee’s accomplishment vis-a-vis the
approved plan of activities;
- Ensure completion of the grantee’s approved plan of activities within the required
duration.
- Upon completion of the research attachment, submit to PCIEERD the following:

IV. Presentation of Scientific Outputs in Conferences, Seminars, Workshops, and Fora
This component covers support to researchers, faculty, and other S&T personnel of academic and research institutions for presentation of research results in refereed scientific/technical conferences, fora, seminars, trainings and workshops. The program is aimed at seeking recognition for Filipino researchers; soliciting peer review and developing professional growth in support of the HNRDA and the PCIEERD sectoral priority areas. The paper to be presented must be within PCIEERD priority areas or HNRDA. Priority is given to young and budding researchers.
V. Conduct of Scientific and/or Technical Seminars, Conferences, Workshops
This grant will cover support for technical conferences, seminars and workshops aimed at promotion and dissemination of research outputs in PCIEERD's identified R&D priority areas of concern. This aims to provide assistance to academic institutions as well as scientific and professional organizations in the conduct of seminars, conferences, workshops, fora and trainings which aim to contribute in the development and enhancement of R&D capabilities in the industry, energy and emerging technology sectors
VI. Publication of Scientific/Research Papers in Scientific/Technical Journals
This component covers support to researchers, faculty, and other S&T personnel of academic and research instrtutions for the publication of research results in refereed scientific/technical journals and related publications. This component is aimed at seeking recognition for Filipino researchers; soliciting peer review and developing professional growth in support of the HNRDA and the PCIEERD sectoral priority areas. The paper to be published must be within PCIEERD priority areas or HNRDA. Priority is given to young and budding researchers.
VII. Providing Resources, Opportunities and Support for Project-based PErsonnel and Researchers (PROSPPER)
In the interest of fully complementing the human resource needs and requirements of the industry, energy, and emerging technology research and development sectors, PCIEERD shall implement the "Providing Resources, Opportunities and Support for Project-based Personnel and Researchers (PROSPPER)," as a component of its Capability Development Program.

The applicant must:
- Be a Filipino citizen
- Be a MS or PHD student, in any science and engineering course, admitted or enrolled in any of the member-universities of the DOST-SEI Graduate Scholarship Consortia namely the: ASTHRDP-NSC and ERDT Consortia. The course enrolled in should be within the PCIEERD priority areas. For those on-going, must have completed at least 12 units for MS and 18 units for PhD.
- Be endorsed by the project leader of a PCIEERD-funded or -monitored new or ongoing R&D project, which has at least six (6) months remaining duration of implementation upon approval of the grant.
- Not be more than 45 years old at the time of application
- Of good health and fit to undergo the graduate study, as certified by a licensed physician
- Not be a recipient of any assistantship or scholarship grantfs from government, non-government or private institution/s for the same degree and course.

- Endorsement from project leader of a PCIEERD-funded or -monitored R&D project
- Indicating his/her approval to provide mentorship for the grantee
- Certifying that the scholarship expenses related to the application is not included in the approved project cost.
- If employed outside the project, endorsement from employer indicating approval on the commitment of the grantee to the scholarship grant's terms and conditions.
- For contractual personnel of the project, contract of service indicating full-time assignment in the project
- Thesis/Dissertation proposal and Line-item-budget (LIB) endorsed by (i) adviser and (ii) project leader. The proposal should complement or be aligned to the PCIEERD-funded or monitored R&D project and aligned with the HNRDA. Copy of thesis approval from the graduate committee/school should also be submitted once available.
- Transcript of records & Diploma/Certificate of Completion
- Letter of admission to the DOST -SEI graduate program delivering institution
- Certification from Graduate School as proof that the applicant is not a grantee or has no prevailing application for ASTHRDP and ERDT and/or notarized Sworn Statement stating that the applicant has not received any scholarship from any government, non-government or private institution for the same degree and course
- Program of Study duly approved by the delivering institution.

- Grantees shall report to PCIEERD for orientation prior to release of the grant.
- Grantees shall submit to PCIEERD their bank details: account name, account number, bank name, branch (preferably Land Bank of the Philippines (LBP)). For LBP account holders, the actual crediting of the grant is 24 to 48 hours while for other banks, it will depend on the bank's processing time. PCIEERD will not shoulder any bank charges. For accounts with other banks, corresponding bank charges/fees, will be charged directly to the grantees account.
- The tuition and other school fees shall be released to the university where enrolled upon submission to PCIEERD of the billing statement or statement of account by the grantee.

Grantee
- The grantee shall complete and devote the full amount of time within the approved duration of the grant, which is maximum of two (2) years for MS and three (3) years for PhD.
- The grantee is required to submit the following reports and documents to PCIEERD at the specified time according to the schedule as listed below:

- The grantee shall seek prior approval from PCIEERD before taking any action affecting his/her studies (e.g., dropping of subject; leave of absence; changing of subject, program of study, research topic; realignment, etc.). An approved copy of the change /dropping of subject and other supporting documents must be submitted to PCIEERD for records purposes.
- Upon completion of the degree, the grantee shall render the required service obligation within the Philippines, preferably in the sending institution, which is equivalent to one (1) year of service for every year of scholarship or a fraction thereof. A certificate of service rendered shall be presented after completion of the required return service. Any service rendered before the completion of the degree shall not be counted.
- In case of non-completion of the degree, the grantee shall be required to repay/refund the total financial assistance extended to the grantee in accordance with the provisions of DOST-SEI on scholarship or revision thereof.
- The grantee shall inform and seek permission from PCIEERD for travel abroad during the period of the grant or before completion of the required return service. The following documents shall be submitted
- Formal request indicating the purpose, place of travel, and actual dates of departure and arrival
- Endorsement from supervisor, where applicable
- Invitation and acceptance to training/conference, where applicable
- Abstract of paper, where applicable
A deed of undertaking may be required for travel duration exceeding one (1) month
- The grantee shall acknowledge the support of PCIEERD in all reports, printed information materials and/or publications that may be released in connection with the PCIEERD grant, a copy of which should be provided to PCIEERD.
University/Project, through the Project Leader
- The Project Leader shall assist PCIEERD in monitoring the progress/status of the grantee.
- The Project Leader shall provide the needed support to ensure the completion of the thesis/dissertation research and the graduate degree of the grantee.
- The Project Leader shall report to PCIEERD any information on the grantee in relation to the scholarship grant.

- The concerned PCIEED R&D division shall be informed of the action on the application. HRIDD shall join in the field monitoring of the PCIEERD R&D project The DOST-SEI scholarship provisions/guidelines will be enforced for other provisions not mentioned in these guidelines.
- Qualified applicants shall be endorsed for approval of the PCIEERD Executive Director.
- Merits which are not within the guidelines shall be subject to the approval of the PCIEERD Management Team.
- Once completed/graduated, the grantee is eligible to apply for the PCIEERD BalikSaliksik program (for PhD) and other HRIDD programs such as the Regional Research Institution which is open to new researchers.
- The decision of PCIEERD on any application for financial support under the HRD program is considered final and unappealable.
- The grant shall be subject to availability of funds and the accounting and auditing rules and regulations.

- No new request shall be processed unless a previous grant has been fully liquidated/settled.
VIII. Researchers on Industry, Energy, Emerging Technologies - Opening Opportunities for Learning (RIEETOOL)
This component aims to develop capabilities of Filipino researchers, scientists, and engineers (RSEs) to complement the human resources and skills requirements of the industry, energy and emerging technology (IEET) sectors, specifically to provide support to: (1) attendance to highly specialized trainings; and (2) conduct of group trainings to acquire specialized skills and new knowledge in the IEET sectors.

This covers support to academic institutions, scientific organizations, who wish to organize, and/or conduct highly specialized trainings for retooling and upgrading of scientific/industry workforce in the priority industries to bridge the gap between available competencies and research/industry demand. The training/s should be within the PCIEERD sectoral priority areas, HNRDA or as identified under government/national priority roadmaps, such as the DTI's HR industry roadmap/framework.

- The topics to be covered are within the PCIEERD's R&D priority areas of concern.
- The proposed activity involves dissemination of knowledge and/or technical skills upgrading.
- The requested budget conforms to allowable expense items.

- The grantee shall complete and devote the full amount of time based on the plan of activities and/or the approved duration of the grant.
- For foreign, the grantee shall conduct himself/herself in a manner that will not bring disgrace or dishonor to the country.
- The grantee shall report to PCIEERD for debriefing and oral presentation after completion of the training.
- The grantee shall submit the following within thirty (30) days upon arrival and/or completion of the training:
- Terminal accomplishment report with soft copy of photos
- Proof of completion/completion of attendance
- Liquidationreport (Original copies of official receipts shall also be submitted.)
- Action plan (6Ps), using attached OMS form
- Upon completion of the training, the grantee shall render the following service obligation within the Philippines, preferably in the sending institution:

- The following are considered part of the return service:

- An Output Monitoring Sheet (OMS) shall be submitted by the grantee to PCIEERD every 6 months until the service obligation has been completed. For every item reflected in the OMS, pertinent documents must be attached.
- The grantee shall provide an accomplished OMS (BPs) with necessary supporting documents at the end of his/her service obligation for the surveillance of offshoots from the research work.
- The grantee shall seek permission and/or clearance from PCIEERD for travel abroad before completion of required return service, provided the trip is approved/endorsed by the host institution/employer;

- The grantee institution shall allocate two (2) free slots for PCIEERD personnel to altend and/or monitor the activity.
- The grantee institution shall submit the following within 30 days after the completion of the activity:
- Two copies of the proceedings (soft and hard copy) and/or Copy of presentation/training materials
- Copy of program of activities, altendance sheets (soft copy)
- Terminal report, using the prescribed format with and pictures (soft copy)
- Financial report using prescribed format
- Feedback form using the prescribed format
- The grantee institution shall acknowledge the support of PCIEERD in all reports, printed information materials and/or publications that may be released in connection with the PCIEERD grant, a copy of which should be provided to PCIEERD

- In case of public health emergency, conduct of activities remotely maybe allowed as requested.
- The decision of PCIEERD on any application for financial support under the HRD program is considered final and unappealable.
- The grant shall be subject to availability of funds and the accounting and auditing rules and regulations.
- Application forms and guidelines can be downloaded at the PCIEERD website at http://www.pcieerd.dost.gov.ph.
- No new request shall be processed unless a previous grant has been fully liquidated/settled.
- Prior approval shall be sought from PCIEERD for any changes to be made in the approved LIB, activities and other matters related to the grant. Requests for realignment shall be allowed only once and shall be made before the activity

The program is open to all Filipino nationalities who have obtained their PhD degrees from local and foreign institutions and whose specialization falls within the PCIEERD sectoral priority areas or the Harmonized National Research and Development Agenda (HNRDA) under Industry, Energy and Emerging Technology (IEEl) sector.

- Make an oral presentation of the results to PCIEERD, to be scheduled by PCIEERD, after the completion of the project;

- Project Terminal Report in three (3) hard copies and one (1) electronic copy
- Audited Financial Report
- Report of Disbursement (ROD) and Report of Checks Issued (RCI)
- Present progress of accomplishments during quarterly project monitoring conducted by PCIEERD.
- Comply with the use of the required PCIEERD systems for monitoring and management such as the Financial Management Information System (FMIS), Project Management Information System (PM IS), etc.
The Requesting Institution shall:
- Release to the grantee the funds under the approved grant in accordance with the approved Line-Item-Budget (LIB).
- Monitor and ensure that the grantee attains the project objectives based on the specified work plan.
- Return to PCIEERD any unexpended balance of the grant fund within six (6) months after the project completion.
- Provide counterpart funds, in cash or in kind, as required under the DOST GIA Guidelines.
- Assist the grantee in procurement, accounting and other administrative related work.
The PCIEERD shall:
- Provide financial assistance in accordance with the approved LIB.
- Conduct quarterly monitoring (progress and financial) of the project.
- Assist the grantee in the use of the PCIEERD systems such as the Financial Management Information System (FMIS), Project Management Information System (PMIS), etc.
General Guidelines
4. General Guidelines
- Application documents, together with the proposal, must be submitted through the OOST Project Management Information System (DPMIS) during the announced Call for Proposal.
- Applications/Proposals submitted outside the Call and the DPMIS will not be accepted.
- Initial screening and evaluation will be conducted by the Human Resources and Institution Development Division (HRIDD). The project proposals shall be referred to the concerned R&D division for comments.
- Qualified applicants shall be endorsed to the PCIEERD Management Team (PMT) for approval and PCIEERD Governing Council (GC) for confirmation.
- The grant can be availed only once by the applying researcher.
- The grants shall be subject to availability of funds. The number of and amount of funds allotted for each grant shall be announced in a "Call for Balik-Scientist Proposals."
- The use of the grant shall be governed by the DOST GIA Guidelines as revised, and subject to existing accounting and auditing rules and regulations.
- Failure to comply with the applicable laws, rules and regulations, shall be considered as a ground for the termination of the grant.
- Ownership and utilization of intellectual properties and intellectual property rights resulting from the projects shall be governed by the Philippine Technology Transfer Act of 2009.

1. Coverage
The GODDESS is open to learners, students and graduates of SPARTA project and other academic or training institutions, graduate students, researchers, faculty, personnel and practitioners in DSA who will conduct projects that will immediately address the needs of their respective institutions or an identified partner from a LGU, NGA or MSME, who is committed to provide data and utilize the systems and technologies developed. The data to be used should be available in the respective institution or cooperating partner. Data gathering is not covered by the grant.
The technologies or systems to be developed should use the data available in the institution or cooperating partner to provide solutions in any of, but not limited to, the following areas:
- Urban mobility (smart parking, intelligent traffic management, integrated multimode transport)
- Energy management (smart meters and management, renewable sources of energy, energy efficiency and green buildings)
- E-governance and Citizen Services (public information, electronic service delivery, citizen management, video crime monitoring)
- Waste management (waste to energy & fuel, waste to compost, treatment of C&D waste)
- Water Management (smart meters & management, leakage identification & preventive maintenance, water quality monitoring)
- Other thematic areas identified that may be identified by the institution or cooperating partner LGUs or NGAs or MSMEs based on their needs and priorities.
The project duration is for a maximum of one (1) year.

- The project may be done individually or as a group. For group projects, the project team may have a maximum of five (5) members.
- The project leader should be employed in any academic institution or NGA. An endorsement from the head of institution is required since the project funds will be released to the said academic institution or NGA.
- Preferably, for group projects, at least one member should be employed in the cooperating partner. This will ensure easy access to data and immediate utilization of the technology or system developed.

4. Responsibilities of the Implementing Institution or Cooperating Partner
The implementing institution or identified cooperating partner, who is the direct beneficiary of the project, should:
- Endorsed the proposed project
- Allow the use and provide ease of access to available digital data to be used in the implemetation of the project.
- Ensure the use/adoptionlintegration of the systems and technologies developed in its own processes, upon completion of the project.
- Provide the basic infrastructure required for the utilization of the system or technology to be developed.
- Allow PCIEERD to feature the output and impact of the data science project to its organization/institution

- The proposal and other documentary requirements should be submitted to PCIEERD, through https://dpmis.dost.gov.ph/, on or before the announced deadline. Applications with incomplete documentary requirements will not be processed.
- Screening and Evaluation
- The proposal will be evaluated based on the identified criteria and shall undergo the PCIEERD proposal evaluation process.
- Once approved, the grant shall be released directly to the project leader's institution. The project leader to provide PCIEERD with the institution's bank details, preferably Land Bank of the Philippines, as follows: bank account number, bank account name, bank branch and address.
- The grant shall be governed by existing government accounting and auditing rules and regulations and the DOST-GIA guidelines.
- The said grant shall be liquidated upon completion of the project.
- Upon completion of the project, the technology or system developed shall be turned-over to the cooperating partner.
- Monitoring of project shall be conducted by PCIEERD, as per DOST-GIA guidelines.
- The DOST-GIA guidelines, including intellectual property-related matters, shall be enforced for provisions not stated in this guidelines.

All entitlements will be released to the Institution.
The institution shall release the stipends directly to the grantees. For grantees under the legal age of 18, parents or legal guardian must claim their stipend on their behalf. Stipends of the students may be put on hold if there are no progress in the project.
An official receipt from the Institution must be issued to PCIEERD upon receipt of the grant.
50% of the honoraria of the Mentor's fee will be released upon submission of report reflecting at least 50% of the target activities and outputs have been accomplished. The remaining 50% will be released upon completion of the project and submission of complete terminal documents.

- In coordination with PCIEERD, monitor the grantee's accomplishment vis-avis the approved plan of activities;
- Manage the financial grant;
- Ensure submission of the quarterly progress report by the grantees;
- Require grantees to undergo training in safety procedures relevant to the project, e.g. laboratory safety, handling and disposal of chemical and biological samples, electrical hazards, etc.;

Sending Institution
The Sending Institution shall:- Provide the facilities and equipment (if available) including safety and emergency facilities (as the case may be) during the conduct of the research project;

- Duly note receipt of the grant;
- Release the stipend to the grantees or to the parent of the minor grantees;
- Ensure that the mentor have a surety/cash bond before the release of the grant;

- The PCIEERD Consortium will be furnished with the list of the grantees for monitoring purposes. Representatives from the consortium maybe invited during the monitoring of the YIP projects.

- The decision of PCIEERD on any application for financial support is considered final and unappealable.
- All grants shall be subject to availability of funds and the accounting and auditing rules and regulations.
- All application forms and guidelines can be downloaded at the PCIEERD website at http://www.pcieerd.dost.gov.ph.
