The Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD-DOST) resolves to strengthen links between  public and private industries to create a mindset of innovation for a more advanced Philippines. 

Public-private partnerships have been long proven to be a powerful strategy in development activities. This is the theme of PCIEERD-DOST 3rd anniversary on June 28, 2013 at the New World Hotel, Makati. A Technical Forum that revolves around the theme "Partnering with Industry Towards Inclusive Growth for a More Competitive Philippines" will be conducted. The Honorable Mario G. Montejo, DOST Secretary will grace the event and will give a Message to DOST’s partners and allies in S&T.  To set the forum to its right perspective, a powerhouse line up of distinguished speakers and discussions will be  led by no less than the Honorable Arsenio M. Balisacan, NEDA Director General as Keynote Speaker. He will talk on "Inclusive Growth for a More Competitive Philippines".  Dr. Corazon H. Dichosa, Director, Industrial Policy Department if DTI will also give an Overview of the National Strategy to Address Industry Competitiveness.  To cap the Plenary Session is a presentation of the Philippine Public-Private Partnership Program by Ms. Cosette V. Canilao, Executive Director of the Public-Private Partnership Center. 

From the plenary, three break out parallel technical sessions on Disaster Risk Reduction, Support to Electronics and Semicon Industy and the Metals and Minerals.will be conducted to further expound the main theme of the anniversary. The plans and programs of the various agencies involved in the three sectors will be presented.  These three areas remain critical inputs to the country’s economic development agenda.

Also part of the anniversary celebration is the Launching of the PCIEERD Competitions and R&D Awards by the PCIEERD Executive Director, Dr. Rowena Cristina L. Guevara.
