OVERVIEW

The Balik Scientist Program (BSP) aims to promote science and technology information exchange and accelerate flow of new and critical research and development into the country by inviting Filipino (or of Filipino descent) experts abroad to lend their knowledge and skills locally. The objective of this program is to strengthen and increase the scientific and technological manpower of the academe, government, and other private institutions throughout the country thereby spurring national progress.

To complement Department of Science and Technology (DOST)’s current efforts of inviting potential Balik Scientists, the Philippine Council of Industry, Energy, and Emerging Technology Research Division (PCIEERD) is opening its doors to new and ongoing Medium and Longterm PCIEERD Balik Scientists to submit an R&D proposal based on their current engagement and/or addressing a pressing industry, energy, and emerging technology (IEET) concerns.

This call for proposal is seeking Balik Scientists to usher in new perspectives, technologies, and solutions on IEET topics—power and energy, food security, clean water and sanitation, carbon neutrality and circular economy, blue economy and maritime, transportation and logistics, and modern materials and methods for industry advancement and entrepreneurship. Alternatively, a host institution may seek to engage a Balik Scientist to improve their science and technology endeavors in these areas and may actively present an R&D proposal with an already identified Balik Scientist and submit it to this call.

 

OPPORTUNITY SUMMARY

PCIEERD is ready to accept research proposals from new or ongoing Medium and LongTerm Balik Scientists or from prospective Balik Scientists who have already identified and secured a Host Institution willing to engage the Balik Scientist for the proposed project. The R&D proposal will be evaluated separately parallel to the evaluation of the BSP Application. The full-blown proposal and expertise of the new/ongoing, or potential Balik Scientist should be aligned with the PCIEERD sectoral priority areas identified under the industry, energy, and emerging technology sectors.

As much as Php Five (5) Million pesos for Long-Term Balik Scientists and Php Two (2) Million pesos, for Medium-Term balik scientists may be granted during their term of stay. The amount indicated is on a per project basis and based on current GIA guidelines, researchers are allowed to have as much as three concurrent projects. Take note that this is a competitive grant and not an outright one. The proposal still must be carefully evaluated by chosen panel of experts and PCIEERD.

Who can apply?

 a. Balik Scientist

         I.  must be a Filipino Citizen, subject to applicable laws

         ii. must be under medium- and long-term categories

                 I. Medium-term Balik Scientist with adjunct faculty position or similarly situated designation

                 ii. Long-term Balik Scientist with permanent / regular / fulltime / tenure-track / adjunct faculty position or similarly situated designation    

         ii. must have an ongoing BSP engagement within the project duration

b. Host Researcher

         i. must be a Filipino Citizen, subject to applicable laws

         ii. must have a plantilla/permanent/regular position and willing to work with a new or an ongoing Balik Scientist (who will be engaged during the Project duration)

         iii. must not be due to retire during the conduct of the Project

         iv. must not have any existing accountability with DOST and its attached agencies

         v. must not have pending administrative or criminal case involving financial transactions

 

 

What we're looking for?

This call for proposal is open to new, ongoing, and potential PCIEERD Balik Scientists to usher in new perspectives, technologies, and solutions on IEET topics—power and energy, food security, clean water and sanitation, carbon neutrality and circular economy, blue economy and maritime, transportation and logistics, and modern materials and methods for industry advancement and entrepreneurship.

Potential Balik Scientists with identified Host Institution must submit their BSP application parallel to the submission of the research proposal.

How to apply?

  1. All proposals should be submitted through the DOST e-Proposals submission facility at http://dpmis.dost.gov.ph  from 15 November 2023 – 24 January 2024
  1. Content of e-proposals:
    • Letter of Intent and Endorsement: Together with the proposal, DOSTPCIEERD requires submission of a formal letter of intent from the proponent and an endorsement from the authorized head of organization (you may attach it as part of your submission in the DPMIS).
    • The authorized head of the organization will also be the principal signatory of their organization for the research agreement award. The letter of Intent and Endorsement Letter should be addressed to:

                Proposal Format:  Proponents shall follow the DOST GIA Proposal Format – R&D which will be accomplished in the e-Proposal portal at http://dpmis.dost.gov.ph

                The following must be attached as part of the submission in the DPMIS: 

                          I.  DOST FORM 2 Detailed Project Proposal (for Basic Applied Research)

                                         o Project Title – The title should reflect the specific project being proposed.

                                         o Project Leader- refers to a project’s principal researcher/implementer

                                         o Implementing Agency- refers to the agency/ies that support/s the project by participating in its implementation as collaborator, co-grantor, committed adopter of resulting technology, or potential investor in technology development

                                         o Site/s of Implementation – location/s where the project will be conducted. Indicate municipality, district, province, and region.

                                         o Project Duration – specific dates that the project will be undertaken (month/year). At least six (6) months project duration. Must have an ongoing Balik Scientist during the entire duration of the project implementation.

                                         o Total Project Cost – reflects the necessary support needed for Personnel Services, Maintenance and Operations, Equipment

II. Suplementary Files or other Attachments - These include related information on the proposed program/project like, resume or curriculum vitae, support letters from relevant agencies/organizations, market supply/demand projections, and letter of intent & endorsement and others documents which is needed for the proposal submitted. These can be submitted through the e-Proposals submission in DPMIS for this CFP as attachments.

The following documents are required to be submitted as attachments:

  • Endorsement of the Head of Agency / Host Institution
  • DOST Form 5- Workplan – describe specific activities and/or methods to be undertaken and estimated timeline for each task.
  • DOST Form 11 – Project Team Information – short description of the roles of each project staff, expertise/qualifications, and staff knowledge using DOST – PCIEERD Form J. The Applicant may want to expound on how the manpower resources can be obtained to successfully achieve the goals of the proposed project.
  • Letter of Intent/Letter of Cooperation from interested adopters of the project results (specifying role/s and monetary/in-kind contribution in the project) (if any)
  • DOST Form 2 - Detailed Project Proposal (for Basic or Applied Research)
  • DOST Form 4 – Line-Item-budget – estimated expenses for the implementation of the project.
  • Curriculum Vitae of the Balik Scientist and Host Researcher

A notification will be issued to eligible entities whose applications/proposals have been evaluated and preliminarily recommended for the award.

A DOST-PCIEERD Project Manager will be assigned to each project proponent to provide guidance in the review/evaluation of the application/proposals. A notification will be issued to eligible entities whose applications/proposals have been evaluated and recommended for funding.

 

How we will assess your application

The project proposal must be impactful and innovative and is aligned with the HNRDA resulting to 6Ps outputs.

Only proposals that meet the criteria set forth under and in accordance with the DOST Administrative Order No. 017, series of 2021, otherwise known as the "Amendments to the DOST Administrative Order No. 011, series of 2020, "Guidelines for the Grants-in-Aid (GIA) Program of the DOST and its Agencies" and the PCIEERD AO No. 2022-010 s. 2022, “Guidelines on the Provision of BSP Research and Development Grant”, shall be evaluated
