CAUAYAN CITY, Isabela: Isabela State University (ISU) is all systems go in developing an Internet of Things (IoT)-based Flood Early Warning System (FEWS) after the Philippine Council for Industry, Energy and Emerging Technology Research and Development (pcieerd) gave its support for the project.

Pcieerd is an agency under the Department of Science and Technology (DoST).

At least P6 million funds were raised for the ISU-initiated research and development (R&D) project for the development of a decision-support system for a preemptive evacuation plan for flood disaster. It also integrates zoning for the coronavirus disease 2019 (Covid-9).

Called ODeSSEE or Optimization of Decision Support System for Effective E-Governance, the R&D project aims to investigate and model the preparedness and response of the Regional Disaster Risk Reduction and Management Council (RDRRMC) to flood disaster in Region 2 (Cagayan Valley).

The ODeSSEE is an R&D initiative of Betchie Aguinaldo of ISU-Cauayan Campus who said this was an initial action of the university also to convene practitioners in disaster risk reduction management and lead to the promotion of data-driven decision support.

PCIEERD has granted P1 million while Sen. Sonny Angara allocated P5 million as additional support to the project.

Aguinaldo said the additional funding from Angara is now included in the 2021 budget of the university.

“The project ODeSSEE aims to apply data-driven process in generating safe, unsafe and alternative evacuation areas for flood disaster while keeping the Covid-19 quarantine facilities and individuals uncompromised to prevent the spread of the virus by combining profiling features of Health Guard PH and Covid-19 zoning monitored by Office of Civil Defense in Region 2,” she said.

Health Guard PH is a cross-platform software application that runs in multiple operating systems and devices for a community-driven approach used as a communication channel between an agency and its members.

Developed by ISU Cauayan Campus Business Intelligence Research & Development Center and Health Innovation Center in partnership with PLDT, Smart and volunteer software engineers from the IT industry, Heath Guard PH is mainly used for generating data analytics to provide agencies insights in providing healthcare services. It can also be used globally for Covid-19 for contact tracing.

Aguinaldo said data models that will be generated by project ODeSSEE will be used as the basis of IoT-based community FEWS to secure susceptible households of a municipality as well as a basis in creating policies and evacuation plan for flood disaster.

She said the ODeSSEE project will also be implemented by the Business Intelligence Research & Development Center of ISU-Cauayan City Campus.

Engineer Raul Sabularse, Pcieerd deputy executive director, urged researchers to campaign R&D and science and technology for the benefit of the country.
