The Balik Scientist Program (BSP), established in 1975,  is an initiative of the Department of Science and Technology (DOST) to encourage Filipino scientists, technologists, and experts in other countries to return to the Philippines and impart their expertise and knowledge for our country's development. It promotes science and technology partnership towards greater capacity for self-sustaining inclusive development with special emphasis on the countryside that is consistent with the Philippine 10-Point Socio-Economic Agenda.

Through this Convention, the Department of Science and Technology (DOST) hopes to foster S&T research culture especially among local academic institutions, as well as the private sector.

The three councils of DOST, namely: the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), Philippine Council for Health Research and Development (PCHRD), and Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), under the supervision of DOST Research and Development, join together annually to recognize esteemed scientists.
