OVERVIEW

In the interest of fully complementing the human resources and institution needs and requirements of the industry, energy, and emerging technology research and development sectors, making the opportunity available to the great majority, PCIEERD implements the Human Resources Development Program which aims to: a.) develop and enhance Filipino research and development (R&D) capabilities of academic/research institutions and Department of Science and Technology (DOST) agencies through degree programs, conduct of research activities, and expert mobility in the industry, energy and emerging technology sectors in order to meet the present and future human resource requirements; and b.) encourage Filipino researchers to be more productive researchers by providing support for disseminating their research outputs in the industry, energy and emerging  technology sectors in local and international conferences, fora and similar events.

OPPORTUNITY SUMMARY

The Full-Blown Proposal should fall as a non-research and development project.

This funding opportunity encourages the a) development of Filipino research and development (R&D) capabilities  in the academic and research institutions through degree programs, conduct of research activities and expert mobility in the industry, energy and emerging technology sectors in order to meet present and future human resource requirements.

The Council shall provide funding support for the following components under the HRDP:

  • Publication of Scientific/Research Papers in S&T journals

Who can apply?

PCIEERD HRDP

1. Research Dissemination

  • Presentation of Scientific Outputs in Conferences, Symposia, Fora and Seminars - This covers support to researchers, faculty, and other S&T personnel of academic and research institutions for presentation of research results in refereed scientific/technical conferences, fora, seminars, trainings and workshops.
  • Publication of Scientific/Research Papers in Scientific/Technical Journals - This covers support to researchers, faculty, and other S&T personnel of academic and research institutions for the publication of research results in refereed scientific/technical journals and related publications.

2. Research Fellowship

  • Visiting Expert Program – This is open to institutions needing faculty/experts from another institution who possesses the required expertise not available in the host/requesting institution.

3. Research Capability Building

  • Researchers on Industry, Energy Emerging Technologies - Opening Opportunities for Learning​ (RIEETOOL) - This covers support for development of skills and knowledge aligned with the PCIEERD priority sectors.  This is open to a) researchers, scientists and engineers (RSEs) from academic and research institutions for attendance to specialized training; and b) academic or research institutions for conduct of specialized trainings.
  • Providing Resources, Opportunities and Support for Project-based PErsonnel and Researchers (PROSPPER) - This covers assistance for graduate scholarship of project personnel for PCIEERD-funded and monitored projects for the conduct and completion of their graduate degrees while gaining research experience in the said project/s.
  • DOST FLAG – This is open to BS and graduate (MS/PHD) students who will conduct research projects directed towards developing emerging technologies and exploring innovations in the PCIEERD sectoral priority areas such as, but not limited to, materials research, electronics and applied physics. The grant is an outright research subsidy which will finance expenses for testing and analysis fees specifically in the use of any of the equipment in the identified DOST- and DOST-funded facilities, centers and laboratories, e.g. ADMATEL, EPDC, etc.

Preference is given to researchers and/or institutions who are new to the R&D ecosystem.

What we're looking for?

The proposals/applications should cover the following:

HRDP – The provision of grant for development of research capabilities of students (undergraduate and graduate), researchers, scientists and engineers (RSEs), and faculty from any academic and research institutions to avail the following components as described above:

Any Filipino who maybe students (undergraduate and graduate), researchers, engineers and faculty from any academic and research institution with proven competence may apply for GIA support of DOST-PCIEERD and its grant-giving units, provided that application/projects fall under the PCIEERD priority research areas in the industry, energy and emerging technology sectors, with overall goal to benefit Filipinos.

How to apply?

  1. Applications/proposals using the prescribed format (Non-R&D/DOST Form 3) must be submitted in the E-proposal portal at http://dpmis.dost.gov.ph from April 15- May 14, 2024. Docum entary requirements must also be uploaded in the portal.  A notification will be issued to eligible entities whose applications/proposals have been evaluated and preliminarily recommended for grant.
  1. A DOST-PCIEERD Project Manager will be assigned to each project proponent to provide guidance in the review/evaluation of the application/proposals. A notification will be issued to eligible entities whose applications/proposals have been evaluated and recommended for funding.

Applicants shall follow the DOST GIA Proposal Format – Non R&D below which will be accomplished in the e-Proposal portal at http://dpmis.dost.gov.ph. Instructions for submission are also available in this site.

f . DOST FLAG

  • Outright research subsidy up to Php250,000 to cover fees for testing, analyses, synthesis, fabrication or calibration services.

Together with the application/proposal, DOST-PCIEERD requires submission of a formal letter of intent/request from the applicant and an endorsement from the authorized head of organization. The authorized head of the organization will also be a principal signatory of their organization for the contract of award. The letter of Intent/Request and Endorsement Letter should be addressed to:

Applicants are required to submit proposals through the DOST e-Proposals portal before the Closing Date on 14 May 2024, 5:00 P.M.  Applicants will receive automatic reply through email confirming receipt of proposals. Please be informed that DOST-PCIEERD will not accept proposals directly submitted to PCIEERD in hard or soft copy.

How we will assess your application

Review and Selection Process

Only applications/proposals from Eligible Entities that meet all of the Eligibility/ Qualification Requirements as stipulated in the PCIEERD Administrative Order No. 2021-001 “Revised Guidelines in the Implementation of the PCIEERD Human Resources Development Program,” PCIEERD Administrative Order No. 2021-002 “Guidelines in the Implementation of the RIEETOOL” and DOST Guidelines for the Grants-in-aid Program of Department of Science and Technology and its Agencies.  Proponents with unclosed/unliquidated grant from a previously supported PCIEERD-funded project will be disqualified from any of the grants.

Applicants found ineligible for funding consideration as a result of the threshold eligibility review will be notified within 20 calendar days of the ineligibility determination.

All applications/proposals will be screened and evaluated by the HRIDD. Only those qualified will be endorsed to the PCIEERD Management Team for final recommendation/approval.

  • Peer-reviewed full paper subject to quality review of technical division (for both paper and poster presentations) and e-copy of poster (for poster presentations)

b. Publication of Scientific/Research papers in Scientific/Technical Journals

  • Certification that the same paper was not submitted for a similar grant

  • Proof that journal is an ISI or Scopus-indexed journal
  • Peer-reviewed full paper, including abstract, subject to quality review of technical division. Reviewer’s comments and evaluation must also be submitted
