OVERVIEW

In the interest of fully complementing the human resources and institution needs and requirements of the industry, energy, and emerging technology research and development sectors, making the opportunity available to the great majority, PCIEERD implements the Capability Development Program (CapDev), as follows:

  1. The Institution Development Program (IDP) aims to cover the provision of support for establishing/upgrading of research laboratories and facilities of academic and research institutions in areas within the PCIEERD sectoral priority areas or the Harmonized National R&D Agenda (HNRDA) and where there is inadequacy of research expertise and/or facilities. The IDP shall include upgrading/setting up of research laboratories, purchase of laboratory equipment, including highly specialized software, and small research grants aimed at developing research capabilities. Rrenovation of buildings/facilities or space should be the counterpart of the institution. There are five (5) centers to be established with a total funding support amounting to P25M or a maximum grant of P5M per project.
  2. The Regional Research Institution (RRI) aims to develop the research capabilities of the PCIEERD Regional Consortium member institutions and eventually increase the available Researchers, Scientists, and Engineers (RSEs) in the region. This funding opportunity encourages new researchers and/or new institutions from Higher Education Institutes (HEIs), government Research and Development Institutes (RDIs), non-profit S&T networks and organizations, the private sector, and other proponents seeking funding for their R&D initiatives. There are five (5) slots available for this program amounting to P5M with a maximum grant of P1M per project.
  3. The Good Governance through Data Science and Decision Support Systems (GODDESS) aims to provide assistance for the development of appropriate systems and technologies to address the specific needs of the National Government Agencies (NGA), Local Government Units (LGU), academic or research institutions and Micro, Small and Medium Enterprises (MSMEs) and enable them to adapt data driven governance and evidence-based management. There are five (5) slots available on this program amounting to P5M with a maximum grant of P1M per project.
  4. Balik Saliksik Program - This covers grant to new PhD graduates who have obtained their PhD degree locally or abroad within the last three (3) years and whose specialization falls within the PCIEERD sectoral priority areas or the Harmonized National Research and Development Agenda. There are four (4) slots available on this program amounting to P8M with a maximum grant of P2M per project.

OPPORTUNITY SUMMARY

The Full-Blown Proposal for RRI, GODDESS, and BALIK SALIKSIK should fall as a Research and Development Project while proposals for IDP should fall as a Non-Research and Development Project.

This funding opportunity encourages the a) development of research capabilities of the academic and research institutions through the development and/or upgrading of its research laboratories and facilities; (b) graduate students, researchers, faculty, personnel and practitioners in the data science and analytics field for the development of systems and technologies to aid in decision making process; c) new researchers and/or new institutions from PCIEERD regional consortia institution members for the development of research projects to address the needs and priorities of the region.

The Council shall provide funding support for the following:

  1. Institution Development Program (IDP) for establishment of research facilities/laboratories.
  2. Regional Research Institution (RRI) for new researchers and new institution members of the consortia
  3. Good Governance through Data Science and Decision Support Systems (GODDESS) for development of technologies and/or systems to assist the LGU, NGA, academic institutions and MSMEs and enable them to data-driven governance and evidence-based management.
  4. Balik Saliksik for all new Filipino PhD graduates and whose specialization falls within the PCIEERD sectoral priority areas or the Harmonized National Research and Development Agenda.

 

 

Who can apply?

a. IDP - This is open to public and private academic and research institutions. Preference is given to PCIEERD Consortia member institutions from the following priority regions/provinces:

  • I - llocos Norte, La Union
  • II - Quirino
  • III - Zambales, Tarlac
  • IV-A - Batangas
  • IV-B - Mindoro, Marinduque, Romblon
  • V - Albay, Catanduanes, Masbate, Sorsogon
  • VI - Aklan, Guimaras
  • VII - Negros Oriental, Bohol
  • VIII - Biliran, Samar (Catbalogan), Eastern Samar (Borongan)
  • IX - Zamboanga Del Sur
  • X - Bukidnon, Camiguin, Misamis Occidental, Lanao del Norte
  • XI - Davao Del Norte, Davao del Sur, Davao Occidental
  • XII - Kidapawan City, Cotabato City, Koronadal City
  • CAR - Apayao, Abra, Kalinga, Mt. Province, Ifugao
  • CARAGA-Agusan Del Sur, Surigao Del Norte, Surigao Del Sur
  • BARMM - Basilan, Maguindanao, Sulu, Tawi-Tawi, Cotabato City

However, this should not preclude other Consortium members from applying. Applications should be endorsed by PCIEERD Consortia. For non-PCIEERD Consortia member, a letter of intent addressed to the PCIEERD Consortium Chair should be submitted as part of the application.

b. RRI - This is open to all researchers from PCIEERD Consortium member institutions and other potential researchers/institutions who may wish to be part of the regional consortia. Preference is given to new researchers and/or new institutions, from the PCIEERD Consortia member institutions in the following regions:

  1. CAR - Cordillera Industry, Energy and Emerging Technology Research and Development Consortium (CIEERDEC)
  2. Region 1 - llocos Consortium for Industry, Energy and Emerging Technology Research and Development (ICIEERD)
  3. Region 2 - Cagayan Valley Industry, Energy and Emerging Technology Research and Development Consortium (CVIEERDEC)
  4. Region 3 - Central Luzon Consortium for Industry and Energy Research and Development (CLIERDEC)
  5. NCR - Metropolitan Manila Industry, Energy and Emerging Technology Research and Development Consortium (MMIEERDEC)
  6. Region 4A - Southern Tagalog Consortium for Industry and Energy Research and Development (STCIERD)
  7. Region 4B - Southern Tagalog Islands Research and Development Consortium (STIRDC)
  8. Region 5 - Bicol Consortium for Industry, Energy and Emerging Technology Research and Development (BCIEERD)
  9. Region 6 - Western Visayas Consortium for Industry, Energy and Emerging Technology Research and Development (WVCIEERD)

c. GODDESS - This is open to students, researchers, faculty, personnel and practitioners in Data Science and Analytics (DSA) from academic and research institutions, as well as learners, students and graduates of the DOST-funded SPARTA project, who will conduct projects that will immediately address the needs of their respective academic and research institutions or an identified partner from a LGU, NGA or MSME that is committed to provide data and utilize the systems and technologies developed.

d. Support for New PhD Researchers (BALIK SALIKSIK)- This is open to all new Filipino PhD graduates and whose specialization falls within the PCIEERD sectoral priority areas or the Harmonized National Research and Development Agenda.

 

What we're looking for?

The proposals/applications should cover the following:

a. IDP - The establishment of research facilities/laboratories of academic and research institutions that are already members and those who intend to become members of the PCIEERD Regional Consortia. Target institutions are those building capabilities and niche centers in the following areas:

b. RRI - The development of research projects to address the needs and priorities of the region and aligned with the PCIEERD R&D priority areas mentioned under this call. Regions with ongoing RRI projects should focus on other priority areas of the region included in this call.

GODDESS - The development of technologies or systems that include descriptive, diagnostic, predictive and prescriptive analytics using the data available (current and existing) coming from and provided by the institution or cooperating partner, which maybe NGA, LGU or MSME, to provide solutions in any of, but not limited to, the following areas:

  • Urban Mobility - construction, and congestion site monitoring, accident reporting, road maintenance modelling
  • Energy Management - energy analytics, smart meters and management, renewable sources of energy, energy efficiency and green buildings
  • Logistics Management - chemical safety and security, monitoring traceability of in transit chemicals, classification and management of chemicals for explosives and weapons, chemical logistics; geospatial data analytics for food - food supply chain, food value chain
  • Regulatory and Permit Issuance - permit processing and management for the Department of Interior and Local Government (DILG), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Department of Foreign Affairs (DFA); legislation and judiciary analytics for Senate, Congress, Department of Justice (DoJ)
  • Financial and Auditing Management Analytics - for Department of Budget Management (DBM), Bangko Sentral ng Pilipinas (BSP)
  • Resources, Revenue and Labor Analytics - for Department of Labor and Management (DOLE), Bureau of Internal Revenue (BIR), Civil Service Commission (CSC), Social Security Services (SSS) / Government Services Insurance System (GSIS) / Commission on Higher Education (CHED) for talent pool mapping
  • Smart Systems - hyperintelligence, enterprise analytics, demand-supply analytics, econometric forecasting
  • Other Thematic Areas -  that may be identified by the institution or cooperating partner LGUs or NGAs or MSMEs based on their needs and priorities.

d. BALIK SALIKSIK - This covers grant to new PhD graduates who have obtained their PhD degree locally or abroad within the last three (3) years and whose specialization falls within the PCIEERD sectoral priority areas or the Harmonized National Research and Development Agenda in the Industry, Energy and Emerging Technology.

How to apply?

  • Applications/proposals using the prescribed format (DOST Forms 2 & 3) must be submitted in the e-proposal portal at http://dpmis.dost.qov.ph from 01 February - 23 February 2024. Documentary requirements must also be uploaded in the said portal. A notification will be issued to eligible entities whose applications/proposals have been evaluated and preliminarily recommended for the award.
  • A DOST-PCIEERD Project Manager will be assigned to each project proponent to provide guidance in the review/evaluation of the application/proposals. A notification will be issued to eligible entities whose applications/proposals have been evaluated and recommended for funding.

  • Proposal Format - applicants shall follow the DOST GIA Proposal - R&D Format for RRI, GODDESS, and BALIK SALIKSIK programs and Non-R&D Format for IDP programs. This will be accomplished in the e-Proposal portal at https://dpmis.dost.qov.ph. Instructions for submission are also available on this site.
  • Project Title - refers to the Title of the research project being applied for, as identified in Section A of this announcement.
  • Project Leader - refers to proponent/project leader of the implementing agency
  • Agency -the Department/College/institution/organization of the proponent/Project Leader.
  • Address/Telephone/Fax/Email - contact information of the proponent/project leader
  • Cooperating Agency/ies - refers to the following:
    • IDP: Partner HEIs or SUCs, R&D institution if applicable
    • RRI: Academic/Research Institutions, LGUs, NGAs or MSMEs, or Industry

  • Project Duration - refers to the duration and date of the activity or project being proposed.
    • IDP: maximum of 2 years (24 months)
    • RRI/GODDESS: maximum of 1 year (12 months)
    • BALIK SALIKSIK: maximum of 1 year (12 months)
  • Total Project Cost - refers to the total proposed budget being requested.

Applicants are required to submit proposals through the DOST e-Proposals portal at https://dpmis.dost.qov.ph. before the Closing Date on 23 February 2024. Applicants will receive automatic replies through email confirming receipt of proposals. Please be informed that DOST-PCIEERD will not accept proposals directly submitted to PCIEERD in hard or soft copy.

How we will assess your application

A. Review and Selection  Process

Only applications/proposals from Eligible Entities that meet all of the Eligibility/ Qualification Requirements as stipulated in the PCIEERD Administrative Order No. 2016-028 s. 2016 “PCIEERD Guidelines in the Implementation of the Infrastructure Development Program,” PCIEERD Administrative Order No. 2021-005 “Revised Guidelines on the Implementation of the Good Governance through Data Science and Decision Support System (GODDESS) Program,” PCIEERD Administrative Order No. 2022-003 “Revised PCIEERD Guidelines on the Balik Saliksik Grant” and DOST Administrative Order No. 011 “Revised Guidelines for the Grants-in-aid Program of Department of Science and Technology and its Agencies.” Applicants found ineligible for funding consideration as a result of the threshold eligibility review will be notified within 15 calendar days of the ineligibility determination.

All applications/proposals will be screened and evaluated by the HRIDD. Only those qualified will be endorsed to the PCIEERD Management Team for final recommendation/approval.

B. Alignment to PCIEERD Priority Areas

All Proposals must be aligned with the specific priority areas per program mentioned in this call.

For IDP, priority is given to specific provinces identified above. Applications from provinces not included in the priority will be evaluated and if qualified, funding will be provided subject to availability.
