A. VISITING EXPERT PROGRAM

 

The program is open to institutions needing faculty/experts from another institution which possesses the required expertise. The field of expertise of the visiting professor/expert should fall within the PCIEERD sectoral priority areas / HRDA and must not be available in the requesting institution. The program may also be extended to foreign visiting professors/experts in meritorious cases where the expertise is not available locally. The program can be conducted for a minimum of two (2) weeks to a maximum of one (1) term.

1. Qualification requirements

The visiting professor/expert must:

  • Be at least a Ph.D. degree holder;
  • Be a faculty/expert/researcher from a reputable university/institution whose field of expertise is within the PCIEERD sectoral priority areas and not available in the requesting institution.

2. Application requirements for the Requesting Institution

  • Letter of request
  • Application form
  • Curriculum vitae (CV) of the visiting professor
  • Endorsement from the sending institution ( at least Dean or equivalent)
  • Plan of activities or Terms of reference (TOR)
  • Budget requirements

3. Entitlements

LOCAL

  • Transportation expenses (direct route, economy)
  • Honorarium shall be based on DOST-DBM Joint Circular NO.1, 2013, item 5.2, as follows;
    formula local honoraria

                                 Second factor (2) = to consider hours of preparation for such engagement

FOREIGN

  • Entitlements shall be based on DOST Administrative Order No. 002, Series of 2010, "Guidelines for the Implementation of the Visiting Professorship Program." (Annex 3)

1. Responsibilities

  1. Visiting Professor/Expert
    1. Carry-out the activities as stated in the plan of activities or TOR.
    2. Upon completion of the visit, submit an accomplishment report to PCIEERD and recommendations, if any.
  2. Requesting Institution
    1. Ensure that the target activities will be carried out as stated in the plan of activities or TOR.
    2. Provide counterpart funding during the visit of the expert such as accommodation,meals, local transportation.
    3. Take charge of logistical arrangements for the visit.
    4. Upon completion of the visit, submit to PCIEERD an evaluation report and/or plan of action as a result of the engagement of the expert.

B. FACULTY IMMERSION FOR R&D

The program is open to faculty who wish to gain research experience by engaging in a research activity under a mentor in a PCIEERD delivering institution or recognized industry/organization. The research area must be within the PCIEERD sectoral priority areas / HRDA. The research may be conducted for at least two months to a maximum of one year.

 

1. Qualification requirements

  • Filipino citizen
  • Faculty of an institution of higher leaming with at least two (2) years of service
  • Must be endorsed by the sending institution (at least the Dean)
  • Undertake a research aligned with the PCIEERD sectoral priority areas/HRDA
  • Have obtained an acceptance from the host institution (at least immediate supervisor of the mentor), preferably with a tie-up with the DOST, PCIEERD or the sending institution

2. Application requirements

  • Letter of request
  • Application form
  • Curriculum vitae (CV)
  • Endorsement letter from sending institution (at least the Dean)
  • Description of proposed scope of work including plan of activities
  • Acceptance from the host institution (at least Department Chair or equivalent)
  • Budgetary requirements certified by the mentor

3. Entitlements

  1. The financial assistance shall be for a maximum of PhP600,000 for B.S. degree holder and PhP800,000 for M.S. degree holder covering the following:
    entitlement faculty immersion
    * If more than the maximum allowable grant is needed, PMT approval should be sought.
  2. Release of entitlements
    • Supplies and materials will be released to the mentor subject to liquidation
    • Honoraria for the mentor shall be released after completion of the immersion and submission by the grantee of the required completion reports.
    • Travel allowance and stipends/living allowance shall be released directly to the grantee.

4. Responsibilities

A. Grantee

  • The grantee shall devote the full amount of time based on the plan of activities.
  • The grantee shall report to PCIEERD for debriefing and oral presentation and submit   the following within 30 days upon completion of the immersion:

-     Terminal accomplishment report

-     Liquidation report (original copies of official receipts shall be submitted)

-     Action plan

  • Upon completion of the program, the grantee shall return to the sending institution immediately to render the following service obligation as follows:

Any service rendered before completion of the immersion shall not be counted.   

As return service, the grantee should be involved in at least one project to demonstrate applications of the skills gained from the immersion program, preferably within one (1) year. A written report on the project results must be submitted within two months of project completion noted by the sending institution (at least Dean or equivalent).

  • The grantee shall acknowledge the support of PCIEERD and the host institution in all reports and publications that may be released in connection with the immersion, a copy of which should be provided to PCIEERD.
  • In case of non-compliance with the contract, the grantee shall be required to repay the PCIEERD financial assistance, prorated, with 12% interest.  The repayment shall be within one year.  Otherwise, additional interest shall be imposed depending on the time involved.
  • Travel abroad during the immersion period may be allowed, provided trip is approved/endorsed by the mentor and permission from PCIEERD is sought, as follows:

  • In case of travel abroad before completion of the required return service, the grantee must secure a clearance from his/her institution.  The following documents shall be submitted to support the request for temporary clearance:

               -       Formal request indicating the purpose, place of travel, and actual dates of departure and arrival         

               -       Endorsement from supervisor (where applicable)

               -       Invitation and acceptance to trainings/ conferences

               -       Abstract of paper, where applicable

 

 For travels exceeding one (1) month, a deed of undertaking has to be accomplished.

B. Mentor

  • Ensure that the facilities are available during the immersion
  • Ensure that the target activities and outputs are achieved within the approved duration;
  • In coordination with PCIEERD, monitor the grantee’s accomplishment vis-a-vis the approved plan of activities;
  • Ensure completion of the grantee’s approved plan of activities within the required duration.
  • Upon completion of the immersion, submit to PCIEERD the following:

-       recommendation/evaluation report

-       liquidation report

C. RESEARCH ATTACHMENT

This component is open to MS and PhD students, researchers and project staff of a PCIEERD- or DOST-funded project, in the science and engineering fields, who need to conduct their research in a host institution, including foreign universities and research institutions to avail of the host institution’s facilities and research expertise.  The foreign host institution may be identified by PCIEERD or the grantee, and in the latter case, should be acceptable to PCIEERD.  The research work must be aligned with the PCIEERD sectoral priority areas / HRDA.  The duration of the research attachment must be for a minimum of 3 months to a maximum of 1 year.

1. Qualification requirements

  • Filipino citizen
  • MS/PhD student or project staff or researcher of a PCIEERD- or DOST-funded project
  • Must be endorsed by the sending institution (at least the Dean or the Project Leader)
  • Undertake a research aligned within the PCIEERD sectoral priority areas /HRDA
  • Have obtained an acceptance from the host institution ( at least Dean or equivalent),preferably with a tie-up with the DOST, PCIEERD or the sending institution

2. Application requirements

  • Curriculum vitae (CV)
  • Endorsement from sending institution ( at least Dean or equivalent)
  • Research proposal with plan of activities
  • Acceptance from host institution ( at least Dean or equivalent)
  • Budget requirement, as quoted/certified by the host researcher

3. Entitlements

  1. The financial assistance shall be as follows:
    Maximum for local research attachment
      BS degree holders PhP600,000
      MS degree holders PhP800,000
    Maximum for foreign research attachment PhP1 ,000,000.00 depending on the
    place and duration of study

    The grant shall cover the following:

    Maximum allowable grant subject to approval of the PCIEERD Management Team (PMT) in the event that the requested amount will exceed the maximum allowable grant, PMT/GC approval should likewise be sought.

  2. Release of entitlements

All entitlements will be released to the grantee except for the honorarium for the host researcher.

4. Responsibilities

A. Grantee

  • The grantee shall devote the full amount of time based on the plan of activities.
  • The grantee shall conduct himself/herself in a manner that will not bring disgrace or

          dishonor to the country.

  • The grantee shall report to PCIEERD for debriefing and oral presentation and submit

          the following within 30 days upon arrival:

          -Liquidation report (Original copies of official receipts shall also be submitted.)

          -Action plan

  • For research attachments more than three (3) months, the grantee shall submit to

          PCIEERD a progress report every quarter duly endorsed by the host researcher.

  • Upon completion of the program, the grantee shall return to the sending institution

          immediately to render the following service obligation as follows:

D. ATTENDANCE IN CONFERENCES, SEMINARS, TRAININGS, FORA, WORKSHOPS

This component covers support to researchers, faculty and other S&T personnel of academic and research institutions for presentation of research results in refered scientific/technical conferences, fora, seminars, workshops, and trainings, etc. The program is aimed at seeking recognition for Filipino researchers; soliciting peer review;developing professional growth; and acquiring specialized skills and new knowledge in support of the HRDA and the PCIEERD sectoral priority areas.

1. Qualification requirements

  • Filipino citizen
  • MS or PhD degree holder in any science or engineering course relevant to the Identified training or existing project staff or researcher of an on going PCIEERD- or DOST-funded project
  • Must be endorsed by the sending institution (at least the Dean or equivalent position
  • Should have a minimum research / laboratory experience of at least two (2) years
  • With at least 3 years employment with the Sending Institution
  • Will be employed by the Sending Institution 6 - 12 months (depending on the required return service) after the end of the activity to serve the service obligation
  • Be of good mental, emotional and physical health
  • Preferably not more than 50 years old
  • Within PCIEERD priority areas or Harmonized R&D Agenda
  • For paper and poster presentations, papers should be peer-reviewed.

4. Responsibilities of the Grantee

  • The grantee shall complete the seminar/ conference/training program within the

approved duration.

  • The grantee shall conduct himself/herself in a manner that will not bring disgrace or

dishonor to the country.

  • The grantee shall report to PCIEERD for debriefing and oral presentation and submit

the following within 30 days upon completion of the seminar/conference/training

program:

- Proof of completion/certificate of attendance

- Action plan (5Ps)

- Liquidation report (Original copies of official receipts shall also be submitted.)

  • Upon completion of the program, the grantee shall return to the sending institution

immediately to render the following service obligation as follows:

the PCIEERD financial assistance, prorated, with 12% interest. The repayment

shall be within one year. Otherwise, additional interest shall be imposed depending

on the time involved.

  • In case of travel abroad before completion of the required return service, the

grantee must secure a clearance from his/her institution. The following documents

E. Support for Conduct of Seminars, Conferences and Trainings

This grant will cover technical conferences, seminars, trainings, scientific presentations aimed at developing professional growth and acquiring specialized skills and new knowledge in PCIEERD's identified R&D priority areas of concern.

Objective

The objective of the program is to provide assistance to academic institutions as well as scientific and professional organizations in the conduct of seminars, conferences, workshops, fora and trainings which aim to contribute in the development and enhancement of R&D capabilities in the industry, energy and emerging technology sectors.

Entitlements/Inclusions

  1. The financial support will cover expenses for any of the following:
    1. Honoraria of speakers based on DOST Guidelines
    2. Transportation of speakers and local participants (not to exceed Php10,000)
    3. Accommodation of speakers and local participants (not to exceed Php5,000)
    4. Supplies and materials for the preparation of course materials
    5. Printing of proceedings
    6. Printing of promotional and informational materials
  2. Counterpart fundings is required and may include, but not limited to, expenses incurred during the preparatory phase.
  3. Registration fee of participants, international fare and daily subsistence allowance for foreign speakers may be allowed on a case-to-case basis.

General Guidelines

  1. PCIEERD shall provide support for the conduct of the activity in the amount of PhP50,000. Requests beyond PhP50,000 shall be subject to the approval of the PCIEERD Management Team (PMT)
  2. The grant will be subject to the usual government and accounting and auditing rules and regulations. Thus, expenses shall be in accordance with the approved line-item-budget.
  3. Prior approval shall be sought from PCIEERD for any changes to be made in the approved line-item-budget (LIB). Requests for realignment shall be made before the activity. Realignments shall be allowed only once.
  4. No new request shall be processed unless a previous grant has been fully liquidated/settled.
  5. Applications with incomplete documents will not be processed.

Screening and Evaluation

  1. Criteria
    1. Requesting institution is an organized and SEC-recognized entity.
    2. The topics to be covered are within the PCIEERD's R&D priority areas of concern.
    3. the proposed activity involves dissemination of knowledge and/or skills upgrading.
    4. The requested budget conforms to allowable expense items stipulated in Section 2.

Description

The program aims to invite foreign-based Filipino scientists, engineers and experts to return to the country to return and work and actively participate in the country's efforts to fact-track the Philippines's science and technology development and consequently, socio-economic progress by providing expert advice and guidance in the conduct of researches, curriuclum development and other related activities.

Documentary requirements

  • Accomplished application form
  • Terms of reference, which should include involvement in DOST research project/s sidgned by the Host Institution

  • Endorsement letter from the Host institution
  • Valid certificate of registration and/or professional license or a temporary special permit from the Professional Regulatory Commission (PRC)
