Call Launch and Structure

The call will be launched on 8th June by MSIT and DOST. The final selected research projects should start by the last week of October 2022, at the latest, in Korea and Philippines.

The Call aims is to give researchers an opportunity to strengthen the existing bilateral cooperation and explore new research partnerships with potentially high value. Principal investigators (PI) will ensure that each country provides balanced contributions, scientific inputs as well as shared research results.

Eligible partners are invited to present joint proposals on identified S&T area in order to address technological, economic and social challenges. Projects submitted in other research fields will not be considered for evaluation. Each PI can submit one proposal only; and PIs from Korea and the Philippines should apply to the participating institution/organizations in their respective countries. The selection of two joint projects will be finalized according to (i) the evaluation results and agreement between Korea and Philippines as well as (ii) the existing rules/regulations/guidelines on providing support through funding of S&T or R&D undertakings.

Potential Areas of Cooperation

The Department of Science and Technology (DOST-Philippines) and the Ministry of Science and ICT (MSIT-Korea), will have researchers from each country to submit proposals for joint research projects in the following areas.

• Smart Agriculture : Priorities will be given to projects in following research and application areas : (1) Smart Vertical Farming (2) Smart indoor farming
• Oceanography and Climate Change : Priorities will be given to projects in following research and application areas : Rapid intensification on tropical cyclones

Financing

The intention of this Call is to fund up two (2) joint projects per area. These projects shall receive funding support derived from various considerations including scientific evaluation and budgetary constraints. Contracts will be signed accordingly by the PIs and the supporting institutions.

Each joint research project shall receive up to USD96,000 for a maximum of 3-year implementation, equivalent to:
      -- Funding support from Korea: Up to 120,000,000 KRW for maximum of 3 years, and
      -- Funding support from the Philippines: Up to 5,000,000 PHP for maximum of 3 years

Research projects should be planned for a three-year duration. Funding must be approved on an annual basis, with the funding for the second, third year to be approved in accordance with the provisions of the research contract. Formal contracts will be signed accordingly by the PIs and the supporting institutions.

Funding expense

For the Philippine side: The resources granted by the Philippines will cover exclusively the Filipino researchers who will conduct the joint activities with Korean counterparts. Providing a budget form sheet with the project proposal form should be filled in and returned to the Department of Science and Technology (DOST), through the PI’s university/institution.

For the Korean side: Project funds shall be managed according to the project contract and regulations related to national research and development programs. Project funds should be centrally managed by the director of the industry-academia collaboration office or institute director of the PI.

Evaluation Criteria

The applicant must have identified one foreign partner from a scientifically/technically recognized institution in the partner country. The applicant and the foreign partner must be recognized scientists or research experts in the relevant research field and the project must be endorsed by their respective institutions.

Parties shall be responsible for their own evaluation procedures for submitted projects. The Parties shall undertake to ensure that the selected projects embody the principles and objectives of the programme. The assessment of applications will be based on the following non-prioritized criteria:

• Scientific excellence of the project, scientific excellence of the partners, potential impact and expected results application, strengthening of cooperative networks between the two countries,
• Applications will be evaluated based on the overall assessment of the above-mentioned criteria and its consistency with the purpose of this call.

Selection Procedure

Korea:
The Ministry of Science and ICT and NRF will coordinate the scientific evaluation of eligible projects.

Philippines:
DOST – Office of the Assistant Secretary for International Cooperation and the respective DOST Councils will coordinate and evaluate all submitted eligible projects.

Each country shall evaluate and rank the proposals on their own. In case the rankings of Korea and Philippines are different (rank 1 as the highest), the ranks of each proposal from both will be added up, and the proposals with the smallest sum will be chosen. MSIT and DOST will discuss the chosen/pre-identified proposals and finalize the selection.

Application modalities

The revised timetable, following the extended deadline, is as follows;

Korean side : Researchers in Korea should submit their applications according to the NRF call and domestic regulations. NRF operates the ERND system (http://ernd.nrf.re.kr) and researchers should log in and submit his/her application to this on-line system. More information for Korean applicants can be found in Korean call for proposal, the National Research and Development Innovation Act and its Enforcement Decree by MSIT.

Philippines side: For Philippine researchers, proposals must be submitted online through the DOST Project Management Information System (DPMIS) that can be accessed at https://dpmis.dost.gov.ph/. Submission guide and instructions are available in the portal. Required supplementary files such as the endorsement of agency head, workplan, gender and development (GAD) scoresheet, among others shall form part of the submission as cited in the DOST Grants-in Aid (GIA) Guidelines. Proposals and supplementary files must be written in English.

It is requested that all publications resulting from the project supported by this program mention the support provided by the Ministry of Science and ICT of Korea and Department of Science and Technology of Philippines.
