Human Resource Development

To develop and enhance Filipino Research and Development (R&D) capabilities of academic/research institutions and Department of Science and Technology (DOST) agencies through degree programs, conduct of research activities, and expert mobility in the industry, energy and emerging technology sectors in order to meet the present and future human resource requirements;

To encourage Filipino researchers to be more productive researchers by providing support for disseminating their research outputs in the industry, energy and emerging technology sectors in local and international conferences, and similar events. 

The following are the components of the program:

I. Visiting Expert Program

The program is open to institutions needing faculty/experts from another institution who possesses the required expertise not available in the host/requesting institution. The program may also be extended to foreign visiting experts under meritorious cases where the expertise is not available locally. The program can be conducted for a maximum of one (1) semester or equivalent to six (6) months.

The visiting expert must be:

  • At least a PhD degree holder in any science and engineering course and a recognized expert in his/her sector or foreign equivalent;
  • Active faculty/expert/researcher from a reputable university/institution
  • Expertise is within the PCIEERD sectoral priority areas and not available in the requesting institution.

The host/requesting institution applying in behalf of the expert must be

  • Cleared from or has no pending obligations from PCIEERD relative to the PCIEERD grant
  • Duly registered Filipino-owned academic/research institution/organization located in the Philippines
  • Request must be endorsed by a key official of the institution (at least the Dean or equivalent)

II. Research Attachment

This component is open to BS, MS and PhD students or degree holders, or existing project staff or researcher of an ongoing PCIEERD-funded or -monitored project, in the science and engineering sectors, who need to conduct their research in a host institution, including foreign universities and research institutions to avail of the host institution's facilities and research expertise. For local host institutions, the host researcher should be an active researcher with an ongoing or completed PCIEERD-funded or -monitored project. The completed project should be within the last two (2) years upon application. The foreign host institution may be identified by PCIEERD or the grantee, and in the latter case, should be acceptable to PCIEERD. The research work must be aligned with the PCIEERD sectoral priority areas / HNRDA. The duration of the research attachment / fellowship must be for a minimum of two (2) weeks and a maximum of 1 year.

The applicant must:

  • Have no pending obligations to PCIEERD relative to any PCIEERD grant
  • Be a Filipino citizen
  • Be a BS, MS or PhD student/degree holder in any relevant science and engineering course or existing projecy staff or researcher of an ongoing PCIEERD or DOST-funded project
  • Be endorsed by the sending institution (at least the Dean or the Project Leader)
  • Be employed with or a student of the Sending Institution/Project
  • For those employed, service in the Sending Institution must be as follows;
    • BS degree holders, must have at least one (1) year service
    • MS degree holders, must have at least two (2) years of service
    • PhD degree holder, applicant must have at least three (3) years of service
  • For local, Host Researcher should be an active researcher, with an ongoing or completed PCIEERD-funded or -monitored project within the last two-years
  • Have obtained an acceptance from the host institution (at least Dean or equivalent), preferably with a tie-up with the DOST, PCIEERD or the sending institution

III. Facilities and Laboratory Access Grant (FLAG)

IV. Presentation of Scientific Outputs in Conferences, Seminars, Workshops, and Fora

This component covers support to researchers, faculty, and other S&T personnel of academic and research institutions for presentation of research results in refereed scientific/technical conferences, fora, seminars, trainings and workshops. The program is aimed at seeking recognition for Filipino researchers; soliciting peer review and developing professional growth in support of the HNRDA and the PCIEERD sectoral priority areas. The paper to be presented must be within PCIEERD priority areas or HNRDA. Priority is given to young and budding researchers.

V. Conduct of Scientific and/or Technical Seminars, Conferences, Workshops

This grant will cover support for technical conferences, seminars and workshops aimed at promotion and dissemination of research outputs in PCIEERD's identified R&D priority areas of concern. This aims to provide assistance to academic institutions as well as scientific and professional organizations in the conduct of seminars, conferences, workshops, fora and trainings which aim to contribute in the development and enhancement of R&D capabilities in the industry, energy and emerging technology sectors

VI. Publication of Scientific/Research Papers in Scientific/Technical Journals

This component covers support to researchers, faculty, and other S&T personnel of academic and research instrtutions for the publication of research results in refereed scientific/technical journals and related publications. This component is aimed at seeking recognition for Filipino researchers; soliciting peer review and developing professional growth in support of the HNRDA and the PCIEERD sectoral priority areas. VII. Providing Resources, Opportunities and Support for Project-based PErsonnel and Researchers (PROSPPER)

In the interest of fully complementing the human resource needs and requirements of the industry, energy, and emerging technology research and development sectors, PCIEERD shall implement the "Providing Resources, Opportunities and Support for Project-based Personnel and Researchers (PROSPPER)," as a component of its Capability Development Program.

The applicant must:

  • Be a Filipino citizen
  • Be a MS or PHD student, in any science and engineering course, admitted or enrolled in any of the member-universities of the DOST-SEI Graduate Scholarship Consortia namely the: ASTHRDP-NSC and ERDT Consortia. The course enrolled in should be within the PCIEERD priority areas. For those on-going, must have completed at least 12 units for MS and 18 units for PhD.
  • Be endorsed by the project leader of a PCIEERD-funded or -monitored new or ongoing R&D project, which has at least six (6) months remaining duration of implementation upon approval of the grant.
  • Not be more than 45 years old at the time of application
  • Of good health and fit to undergo the graduate study, as certified by a licensed physician
  • Not be a recipient of any assistantship or scholarship grantfs from government, non-government or private institution/s for the same degree and course.

VIII. Researchers on Industry, Energy, Emerging Technologies - Opening Opportunities for Learning (RIEETOOL)

This component aims to develop capabilities of Filipino researchers, scientists, and engineers (RSEs) to complement the human resources and skills requirements of the industry, energy and emerging technology (IEET) sectors, specifically to provide support to: (1) attendance to highly specialized trainings; and (2) conduct of group trainings to acquire specialized skills and new knowledge in the IEET sectors.

  1. Attendance to Trainings
    This covers support to individuals or group of individuals, who wish to attend highly specialized trainings, which is within the PCIEERD sectoral priority areas, HNRDA or as identified under government/national priority roadmaps, such as the DTI's HR industry roadmap/framework.
  2. Conduct of Group Trainings
    This covers support to academic institutions, scientific organizations, who wish to organize, and/or conduct highly specialized trainings for retooling and upgrading of scientific/industry workforce in the priority industries to bridge the gap between available competencies and research/industry demand. The training/s should be within the PCIEERD sectoral priority areas, HNRDA or as identified under government/national priority roadmaps, such as the DTI's HR industry roadmap/framework.

IX. Balik Saliksik

Coverage

1. Coverage

The program is open to all Filipino nationalities who have obtained their PhD degrees from local and foreign institutions and whose specialization falls within the PCIEERD sectoral priority areas or the Harmonized National Research and Development Agenda (HNRDA) under Industry, Energy and Emerging Technology (IEEl) sector.

X. Expert Intervention for Scientific Engagement (ExperTISE)

The PCIEERD ExperTISE program for PCIEERD Regional Consortia is a consortia program that will be spearheaded by PCIEERD in collaboration with industry partners in the regions, consortia experts and DOST Regional Offices.

The Expert Intervention for Scientific Engagement (ExperTiSE) program serves:

  • Provide industry intervention program for the PCIEERO regional consortia researchers and institution members.
  • Strengthen R&D partnerships of our existing consortia researchers with industries and industry professionals in the region.
  • Offers scientific skills and services of all our consortia researchers to the industry in the region.
  • Support the budding and emerging industries and/or companies in the region and identify their potential niche, industry gaps, challenges and R&D needs as well as engage the industry leaders in each region.

Objectives

  • To conduct industry engagement and awareness on the industry dynamics, crossfunctional nature and business realities at the fundamental level in the region.
  • To provide regional experts to building and emerging industries and/or companies in the region and identify the potential niche, industry gaps, challenges, and R&D needs.
  • To conceptualize & submit R&D projects/programs that will address the gaps in the industry.

XI. Good Governance through Data Science and Decision Support System (GODDESS)

Coverage

1. Coverage

The GODDESS is open to learners, students and graduates of SPARTA project and other academic or training institutions, graduate students, researchers, faculty, personnel and practitioners in DSA who will conduct projects that will immediately address the needs of their respective institutions or an identified partner from a LGU, NGA or MSME, who is committed to provide data and utilize the systems and technologies developed. The data to be used should be available in the respective institution or cooperating partner. Data gathering is not covered by the grant.

The technologies or systems to be developed should use the data available in the institution or cooperating partner to provide solutions in any of, but not limited to, the following areas:

  • Urban mobility (smart parking, intelligent traffic management, integrated multimode transport)
  • Energy management (smart meters and management, renewable sources of energy, energy efficiency and green buildings)
  • E-governance and Citizen Services (public information, electronic service delivery, citizen management, video crime monitoring)
  • Waste management (waste to energy & fuel, waste to compost, treatment of C&D waste)
  • Water Management (smart meters & management, leakage identification & preventive maintenance, water quality monitoring)
  • Other thematic areas identified that may be identified by the institution or cooperating partner LGUs or NGAs or MSMEs based on their needs and priorities.

The project duration is for a maximum of one (1) year.

XII. Young Innovators Program

Qualification Requirements

1. Qualification Requirements

The applicant must:

  • Be a Filipino citizen
  • Not be more than 25 years old
  • Be a full-time HS/BS student involved in research/ innovation activities and currently enrolled in the sending institution within the duration of the project:
    1. for HS, individual or group with a maximum of 5 members
    2. for BS, individual or group with a maximum of 3 members
  • Undertake a research aligned with the PCIEERD sectoral priority areas / HNRDA
  • Not a previous YIP Grantee
  • Dissemination and incentives grant is open to all ongoing and completed YIP grantees.
